Hello, CnC! Terana here with her second character, apparently establishing a really weird niche of 'characters from Roger Waters concept albums.'

This is Billy, a Welsh hacker and sort-of-technopath from 1987, from the album Radio KAOS. He's a pleasant, enthusiastic and inquisitive young man with very idealistic anti-commercial, anti-war politics, who only once tricked the whole world into thinking they were going to die, and then only to promote peace and understanding. He has severe cerebral palsy, so he won't be appearing much in person. But he'll be all over the place, in text and synthesized voice.

He's going to be poking all around the network as soon as he gets his bearings, so I've put up a permissions post here, if you could take a minute to fill it in! It has hacking permissions, and also a general 'has your character been on the news' question. Go and talk about all the cool stuff your characters have done in the City! Billy will be suitably impressed/chagrined.

Oh my god, yes. That would be amazing. I mean, he'd be working from 1987-era knowledge, to start, but he wouldn't even care. Computer stuff for him is kind of like a puppy romping in a field of daisies. It's just fun.

It's okay, he'll grudgingly respect Billy anyway. I mean, sure, it's kind of implied his brother accidentally invented Windows and OS9 but OH HUMANS it's so cool how you do so much with such primitive technology!!! let him show you all the things, every single last one of them

Oh, man, that's right. I had completely forgotten that about the Andalites. Billy sees no reason to hide his condition or not talk about it if it comes up, either, so, uh, if that happens, so sorry, Ax. He'll just have to continue being awesome on his own, your loss.

I wish I had brought him in at a point where he'd learnt to be less of an ass, but alas. If it comes up, feel free to let him have it Billy, because he totally deserves it.
