Sorry for just jumping in here, but I think most of the NPC Cops would be focused on evacuating civilians, or even locking down certain neighborhoods and fortifying them. ESU/SWAT officers would most likely be the ones heading out to actually fight the bad guys since they've been trained the most by Seras in taking down vamps and other monsters. Of course if any of the cast needs a group of them to back them up they should go for it. The npc cops aren't cowards they've just been taught to make sure they stack the deck in their favor in these situations and having one of the Import officers with them would certainly do that.

Well, I hope that's a sensible enough plan and will work for everyone. It's early here and I'm a bit tired still so I might have missed something and if I did call me out on it.
