Well he's not going to like be down there acting as their dictator, there is a little bit of everybody coming up so there will like some of the existing police force and things from the City. My current plan (unless you have a better idea sobbing) is that they'll get to decide for themselves how they'll be run! He'll intervene in things if he needs to though.
