It would initially serve as only operable on the regular internet and a "network" of castmates with the same technology, yeah! No character comes into the City with a preexisting device that allows them to connect to the IC network unless it's part of a technopathy power. However, if they're realistically capable of altering that technology so that it functions as a connection to the Network, that's totally cool; it's not quite the same situation since this would be inside their body, but we've had characters with engineering skills make their glasses function as communicators, for example. You'd just have to drop a note on the plot post stating that you want to do that, how it would go down ICly, and why it's plausible for the character.
