City Wide Plot: Wargames
Question: Who loses when two supervillains declare war on each other?
Answer: The City caught between them.
Doctor Einsturzen and the Major would like to play a game. The game consists of them and their minions staging a battle of villain versus villain, with the City caught in the crossfire. This is their way of resolving a dispute more than two years old and indulging their love of pointless violence at the same time.
They have been preparing this for quite some time now, raising their armies and secretly moving them into position in the City. For three nights of chaos (July 6th to 9th), the City will serve as the chessboard between Einsturzen’s genetically-engineered monsters and the Major’s vampire soldiers, with other heroes and villains in between.
The ‘rules’ of the game (possibly to be refereed by another villain) are simple:
-The battle lasts until sunrise of the last night or the deaths of one of the players- offing the Major or Angie will stop the bloodshed. During the day it’s intermission, and the game resumes when the Sun goes down. If one of them dies, it’s an instant win for the survivor. Like getting the Golden Snitch but with more murder.
-If they both survive, the winner is whoever has scored the most points.
-Points are scored by destroying civilians and property in the City. Neither side has any hesitation in using random people for target practice.
-More points are scored for the destruction of minions, regardless of who does it- a hero taking down a vampire scores points for Angie, fighting the Doctor’s monsters brings up the Major’s score.
-BONUS points are scored for killing or capturing random Imports! These two want to drag as many people into their game as possible for maximum carnage. They will also be trying to get other villains to take sides in the fighting.
The three nights will be played out in subthreads in a log. The damage to the City and its populace will vary depending on the heroism displayed by player characters, but will almost certainly be significant. At the climax of the last night, both Major and Angelica will be tracked back to their bases and killed- leading them to call it a draw once they’re back.
Information on the respective teams and their strategies is in the comments. There will be another post later to sort out who’s doing what when; right now is just explaining what’s going down!

Planning for Team Nazi Vampire
These are Buffyverse vampires, and follow the ‘rules’ of that canon. In brief, they are much stronger, tougher, and faster than ordinary humans, with keener senses. They can be destroyed by decapitation, fire, sunlight, and wood piercing their heart, and explode into dust when killed. Crosses and holy water repel them, and they cannot enter a person’s home without an explicit invitation.
The Major has trained and equipped these creatures in the style of the soldiers he once commanded. The Taskmaster has also been instructing them for some weeks now, raising their skills to a much higher level, especially in melee combat. They are heavily-armed- machine guns, explosives, rockets, blades, you name it. They’re dressed in dark trenchcoats, helmets, gas masks, and jackboots.
The Major has tried to cover their weaknesses: flame-resistant clothing, iron collars around their necks, thickened body armour over their hearts. They are also fully networked with cameras and radios, so the Major can command them and record the violence for his viewing pleasure. This last bit will be his downfall.
The Major’s strategy for beating Einsturzen revolves around distraction and getting as many Imports on his side as possible. Aside from recruiting other villains, he will do this by trying to seize hostages and demanding that people fight against Einsturzen in return for their safety.
Night 1: Both villains do a joint post declaring the game in play and explaining the rules while things start to explode around the City. Small detachments of vampires launch diversionary attacks on the City’s civilians while skirmishing with the Doctor’s forces. The main strikes are aimed at seizing hostages. Since vampires can’t enter homes, the kidnappers will be aided by a few human mercenaries the Major has dosed with Ra’s al Ghul’s ‘emulator’ drug, granting them superhuman strength.
Night 2: The Major’s troops will focus much more on hunting down the Doctor’s location and destroying her monsters. The Major will post to the Network with his hostages and demands, calling on heroes to destroy the Doctor for him to save their friends and innocent civilians. There will also be threads for hostage CR and being monologued at by the Major.
Night 3: By now the Major will have taken a lot of casualties, and his troops will pull back to defend his hideout while he counts on others to finish off the Doctor. At this point some tech-savvy people would succeed in tracing the transmissions from his soldiers’ cameras and radios back to his command post. There will be threads for hostage rescue, while other characters confront the madman himself to stop him for good.
Planning for Team Who Let The Dawgs Out:
All of Angelica's creations can be identified by the Cerberus spine which she transplants into their body and binds with their central nervous system. The majority of the spine is imbedded in the subject's back, but shows around their neck, where it looks like a rather hefty collar. Depending on the animal and the level of rejection (B- or higher is required for survival, hence her forces being somewhat smaller in numbers), the Cerberus spine generally grants some level of rapid regeneration, super strength, and speed. The quickest way around the rapid regeneration is a head shot. Killing the brain will kill the beast, but most other methods will be difficult to make stick.
Her small force is made up of two different types of genetically-modified soldiers:
1) Hounds: these monsterously large dogs are the result of melding her infamous Cerberus spine with street dogs and abandoned puppies. They're clumsy and slow, but bulky and very strong and capable of taking a great deal of damage. The majority of her army is made of these creatures.
2) Clone Soldiers: humanoids raised from Angelica's own cells. They have no real ability to think or act for themselves. And since she didn't have decades to raise them, these clones are only about as large as a child. Their faces are covered in helmets that resemble a dog's head, and they wear armor. All of them are armed with guns, in addition to their strength and speed. These little killing machines are quick, accurate with their aim, and will only stop attempting to fulfill their mother's orders when they're dead. There are much fewer of these than Angelica's hounds.
Her strategy will be to cause distraction and chaos by attacking subways and other public transportation systems with explosives and her hounds (and some of her clone soldiers). A smaller unit of her clone soldiers will attempt to assassinate the Major while all this chaos is going on. (But they will be unsuccessful, since the Major's death will be handled by in-game characters.)
Angelica herself will be holed up in her secret underground lab, the location of which is only known by a few characters in game! Since this ends with her death as well as the Major's, those characters are welcome to reveal the location if they'd like. Then, Angelica will ultimately be killed by Lust, though other characters are welcome to side with her, interact with her, or attempt to kill her before then!
