Just when you thought it couldn't get any worse...
IT DOES! Kind of..
At least if you're in a gang... Jesse has left her MAC apartment and will be stalking the meanest streets of the City that she can find, kicking as much butt as she can find. But there is a method to her misplaced aggression. Jesse is establishing her own territory. Any gang activity operating within a three block radius of schools, parks and general kid-ed places is going to get their asses handed to them by a tiny martial arts master. Of course, being a superhero, she'll also be generally interfering in the normal violent crime attempts.
HOW DOES THIS AFFECT YOU??
Well, if you're character operates in the dark and seedy nether regions, maybe these are some of your gentlemen Street Angel has been studiously brutalizing. Or maybe it's your competition. Or both! If you're the night bird or the sort to pay attention to police scanners, you might notice a sudden increase in unconscious bodies and bits of unconscious bodies lying around on sidewalks. Jesse's a pretty reasonable kid who gets that gangs are things that happen, so 911 will also be getting a lot of weird phone calls from pay phones. The police station may or may not start routinely finding shopping bags of confiscated weapons in their mailbox.
She'll carry on until someone physically stops her or she can find people to help her protect the turf. Direct questions, concerns and suspicious side-eyeing to the comment box below.

or no, Jesse's actually kind of the same way, but since she's kind of the only effective fighter in her canon, it's a little hard to tell how she would do against other superheroes. Like when a 13 year old girl can beat a room full of fully trained ninjas without breaking a sweat or take out an elite task force that's never been beaten, does that mean she's ridiculously strong or that the people she's fighting are incredibly incompetent? Or both???
