Gangs of the City! (Again!)

Alright!

So way back in January, I started brainstorming on the potential for a gang war/street level hero kind of plot. To that end, I created this map outlining various territories (the red being Red Hood, the burgundy being Daredevil, green is Zero's Children, and the magenta is Catman). Naturally, that's all a little out of date now and characters have left or come into the game.

As such, I think it's probably a good idea to brainstorm for a new one! I'd love it if I could get the gist of the gangs running around the City, as well as the street level heroes who regularly patrol particular areas. I'll be using MTA (subway) maps like the one in the sample to make a visual reference. Also! If you need any help with NYC geography, feel free to ask and I'll help you sort it out.

I want to strongly encourage overlapping territories (I mean, just think of all the epic gangwar CR you can have), and discussion on this post. And if anybody has a way to make a legit (maybe weekend or week long) plot out of it, let's talk about it!

Character name: Two-Face
Gang name: They don't have a name all together (except their respective gang names)! They're just "Two-Face's guys", but they're basically a few local gangs that incorporate his stuff into their territories.
Territory: Various areas of Queens; I guess Midtown East?
Known activities: Smuggling (arms & heroin/coke), theft/extortion, counterfeiting, but since he works with other gangs his name isn't obviously attached to most of it except to people in the know/looking around
Enemy: IDK. No one specific, unless someone wants it!
Anything else?: Harvey isn't as active -- personally -- in the underground world as he was at home, so most of these gangs do his work for him and he just shows up when he needs to use his powers to duplicate goods or analyze their contents/quality. WHICH IS OFTEN but they do the rest of the work. Now that he's "reforming" he'll be more hands-off with them. WHOOPS.

Mostly c/ped from the last post. THEY ARE NOT as active since his reformation so I'm cool with most of his territory having been absorbed, if someone wants. Also I'd be really interested in getting Mirror Master involved in something/with someone, if anyone is interested in a mercenary/drug dealer? Figure I should mention it here at least.

Gang name: They aren't called anything specific, but it's the remnants of Talia al Ghul's minions.
Territory: Financial District, Battery Park, China Town. He's also got some areas going toward Bedstuy Brooklyn. Basically the area surrounding Carrie's apartment, more or less.
Known activities: Arms dealing, drugs to a lesser extent. He doesn't really do any import/export stuff, and his gang very specifically does not deal near schools, playgrounds, or other kid heavy areas.
Enemy: Batpeople.
Anything else?: Since, if I'm understanding the current plot right, it's basically destroyed all of his territory downtown, Jason will probably be moving into Brooklyn a lot more in the next month. If anybody wants to plot out some violent repercussions to this, let's plot stuff.

Enemy: JUSTICE
Anything else?: Electro is his lieutenant... Otherwise his gang is just... npc dudes...

If he does Import/Export, would it be safe to give him one of the more port-type areas of Brooklyn? Maybe Red Hook or Dumbo (they're both right along the Hudson and East Rivers, respectively).

Known activities: Theft, mostly, since Pherson & his animals need to eat (POLAR BEARS EAT A LOT), so it mostly just funds his bullshit. But also anyone abusing/hurting animals tends to get run out or harrassed. No murders (as of yet - I might plot something)
Enemy: Mitchell HundredHE MOSTLY IGNORES WHATEVER PEOPLE DO, humans aren't really his concern. But mess with his people? He messes with you.
Anything else?: HE ONLY CARES ABOUT THE ANIMALS. EVERYBODY ELSE CAN JUST GO ABOUT THEIR BUSINESS, LEGAL OR NOT.

Anything else?: not a criminal, obviously. Tends to fly solo and has a reputation for that. Also she's a Bat.

Anything else?: They are SUPER SUPER small at this point because Slick is fucking terrible at recruitment. Right now it's probably just Slick and like. Five other dudes who think he's just crazy enough to follow to see what happens.

Umm umm. So for the east side, there's Two-Face, and Catwoman thus far. Would it work to give him the upper part of Gramercy (that purple gridded area just above the big magenta smudge on the map)? That way he'd overlap with a little with Catwoman, who's also forming her territory, and have the potential for shenanigans with Two-Face if he wanted to expand up.

Gang name: no gangs, at least at the moment, just unaffiliated gangsters and dealers. and whatever's left of the ninja gang who was stalking Cass.
Territory: Hell's Kitchen/Midtown West and branching into Forest Hills, Queens
Known activities: Beating the crap out of criminals and drug dealers! There are rumors about a literal devil in the area, some guy who comes out of nowhere and will burn you if you're really unlucky.
Enemy: He's BFF with the police! By which I mean they haaaate him.
Anything else?: he's just a vigilante! with, uh, a habit of leaving a long trail of bodies behind. 'cause that's heroic. right?

Territory: SHE IS ALL OVER THE PLACE BASICALLY she will get up in everyone's business if it suits her
Known activities: Peacock foiling the plans of other gangs if she feels like it, collateral damage via explosives, vague...heroism...? also stealing shit if she feels like it and picking fights in the street basically
Enemy: not yet
Anything else?: NOPE :|b NOT PARTICULARLY A CRIMINAL, more of a wildcard antihero type.

Since I'm using this information for a map, "all over the place" isn't something I can really feasibly include. Is there a particular area she'd generally stick to, or lurk around by default? If so, I can totally add that.

Gang name: The X-Men
Territory: Xavier's school is in the heart of the Bronx, so I imagine that the areas immediately surrounding the school are very safe and well-patrolled. Rachel, especially, relishes the idea of bouncing any villain that gets too close to her turf.
Known activities: Education and public service. Occasional vigilantism.
Enemy: None, or everyone, depending on the week.

This is going to seem like a ridiculous question being how long the Xavier School has been a thing in game but uhh...

Where in the Bronx is it supposed to be? Did we ever outline a vague neighborhood or is it just... Somewhere... Way the hell uptown...

Gang name: No name, no gang. Just Ollie being a jerk in tights.
Territory: Columbus Circle/West Side, basically from where DD's area ends to 79th(ish) Street, and into the west side of the park.
Known activities: Breaking up muggings, drug trade, finding people's cats. All the nice things a friendly neighborhood vigilante handles.
Enemy: He's publicly made it clear that he's not a fan of most of the Gotham villains (including those who have gone legit), but no. There's no one in particular. He's especially hard (sometimes really inappropriately brutal) on heroin dealers.
Anything else?: Nope!

Character name: Peter Parker/Spider-Man
Gang name: Well, it is called the Spider-Family ... also, the Avengers.
Territory: Spidey doesn't have a strictly delineated territory -- he patrols all over Manhattan, Brooklyn and Queens (at least as far west as Forest Hills), though he ventures farther out as needed. (Sometimes even into Jersey, shudder.) He spends less time in areas under the auspices of heroes he knows and trusts (e.g. Hell's Kitchen which the Devils have covered).
Known activities: The usual vigilante crimefighting stuff.
Enemy: His rogues. Other than that, no one in particular, just general "vigilante vs. criminal" stuff.
Anything else?: The details need to be finalized, but Peter will be moving to Brooklyn shortly and taking most of the rest of the Spider-Family with him. So I am definitely up for clashes between him and any of the Brooklyn crime types (or fellow vigilantes) who want CR!

So is there any one neighborhood Spidey would default to over the others? For the purposes of the map and plotting for this, I'm trying to ascertain where specific characters feel is their turf or home base, not just random places they might find themselves in shenanigans.

Obviously, a plot or specific case could take somebody all over town, but they're not gonna patrol the entirety of New York on the regular. I'm sorry if that was unclear in the initial post. I'd like to include him/the spiders, I just have no idea how to do so with such an expansive area.

Gang name: Zero's Children
Territory: Concentrated around the Manhattan docks, cells throughout the City, particularly Staten Island.
Known activities: Terrorism, extortion, narcotics, counterfeiting, assassination, bribery, other stuff.
Enemy: Jack Bauer, City Police Department + allies.
Anything else?: Zero's Children has suffered a lot of setbacks between Jack shooting and Slick stabbing their dudes. Jack is going to take a team overseas to take out their main base at the end of the month. After that their remnants in the City will be completely screwed, and will be easy pickings for anyone who wants in a gang war.

I think I had them on the Lower East Side/Brooklyn Bridge to Manhattan Bridge area. Is that still good? It gives them some working ports as well as the South Street Seaport, which is largely a recreational/touristy/shopping area-type thing. I figure something like that might be good for their dope pedaling and import/export stuff. It's the Green on the map, for a visual reference. I can expand or reduce it as needed.

And of course, I'll make a note that their turf will be the most mercurial in the coming weeks, if anybody wants to start a fight over it.

Territory: I've never laid a specific place for her so it's flexible, but probably the lower side of Chelsea heading into the West Village?
Known activities: beating criminals up mostly.

Anything else?: vigilante rather than criminal, etc. also she is a bat. with wings.
