On the morning of September 16, Bradbury's security team going to intercept a mail bomb addressed to Mitch. The catch? It's one of City Hall's newer secretaries that was responsible for bringing the bomb in. He also nearly escapes by attempting to break through a wall, displaying super-human strength despite being a local Cityzen.
Upon successfully being subdued, the secretary reveals something considerably more worrisome: there are currently multiple explosive devices planted in and around the building, that he isn't working alone, and that the plan is to "bring down City Hall" by noon. After assessing the situation, Bradbury's going to decide that the City's Bomb Disposal Unit is going to need all the help it can get, especially if these 'allies' turn out to have super-powers as well, and will contact the Network as City Hall is being evacuated.
There are essentially two parts of this plot you can choose to participate in, as follows:
